Storm Water Pollution Prevention Plan | SWPPP

The new Industrial General Permit has implemented mandatory electronic reporting in the recently updated Storm Water Multiple Application and Report Tracking System (SMARTS). At Sidera, we are able to assist you with the submission of Permit Reporting Documents, Sampling and Analysis Results to ensure correct filing and compliance with the General Permit.

What does SWPPP stand for?

Storm Water Pollution Prevention Plan

What is the purpose of a SWPPP?

The SWPPP is a document unique to your site that identifies all of the industrial operations conducted on your facility and identifies pollution control practices that will implement and minimize pollutants from reaching Stormwater runoff. A SWPPP is required under California’s Industrial General Permit.

Does my facility need a SWPPP?

If your facility operates and contributes Stormwater runoff, you are required to apply for an Industrial General Permit. If your facility operation has no outside exposure to storm water, you may qualify for an NEC General Permit, which does not require a SWPPP.

What is the process like?
A Storm Water Pollution Plan (SWPPP) and Facility Site Map are required to be submitted with your Notice of Intent (NOI) to comply with the General Permit. The SWPPP and Site Map are an integral component of the Storm Water Program at your facility. The updated General Permit has included a number of new requirements for the SWPPP, including increased sampling and minimum best management practices.

When should I implement the SWPPP?

The SWPPP should be implemented immediately to ensure pollution minimization.

How often should I revise the SWPPP?

SWPPP’s are considered a living document and should be revised whenever there is a change in industrial operations or whenever it is necessary.

How to submit the SWPPP?

The SWPPP must be submitted via SMARTS (Storm Water Multiple Applications and Tracking System).

Who submits the SWPPP?

Dischargers must assign an LRP (Legally Responsible Person) to submit all reports such as NOIs, NECs, SWPPPS, ARs, NOTs, Level 1 & 2 ERA Reports, and SWPPPs.

What are the SWPPP Requirements?

  • Facility Name and Contact Information
  • Site Map
  • List of Industrial Materials
  • Description of Potential Pollution Sources
  • Assessment of Potential Pollutant Sources
  • Minimum BMPs
  • Advanced BMPs
  • Monitoring Implementation Plan
  • Advanced BMPs if needed
  • Monitoring Implementation Plan
  • Annual Comprehensive Site Evaluation
  • Date SWPPP was prepared and date of each SWPPP amendment
  • Signed Certification

What should be included in the Facility Site Map?

A Facility Site Map depicting areas of industrial activity, storm water drainage areas, and sampling locations, is required by the General Permit. We specialize in drafting Industrial Facility Site Maps that meet all General Permit requirements.

  • Legend and notes that are legible
  • Facility boundaries
  • Drainage Areas
  • Direction of flow
  • Water Bodies on property
  • Areas of soil Erosion

Do I need a Qualified Industrial Stormwater Practitioner?

A QISP is required for dischargers that have exceeded the numeric action levels in the permit. Sidera can provide your facility with a QISP training program to fit your needs.
